PROFIDEV LLC (Profidev), a US company, has designed the concept of TDF, and is currently its manager.

Profidev has been created in 1997 to provide a one-stop approach to project development, from identification and concept design to implementation, through all stages of preparation. In addition to undertaking all aspects of technical preparation, Profidev assesses country and project risks, and designs appropriate risk mitigating measures; it designs the most appropriate legal and financial structures for projects; it develops prospective exit mechanisms for investors; it identifies the most appropriate strategic sponsor/operator; it helps raise the required equity and debt financing for projects; and it supervises their implementation and, ultimately, their operation.

The founders of Profidev, its Board, senior management and associates, all come from international development organizations (e.g. World Bank and International Finance Corporation) and the private investment-banking sector. They total over 250 years of project development and finance experience. In addition, Profidev complements its own resources with a wide pool of international experts, which it uses as required on specialized aspects of project development.

Profidev has been working in Russia and other CIS countries since early 1997. During that period it has acquired a wide experience in those countries, and forged substantial relations with the scientific/research, administrative and political leaderships and communities in that part of the world.

Since the inception of TDF, Profidev has provided all its management services. Profidev has undertaken to continue to provide these services to TDF until such time when TDF will be in a position to have its own management. Profidev has already prepared a new management structure based on TDF recruiting its own full management team, some of whose members have already been identified.
