Russian Team
(The TDF Russian team operates under the daily guidance and supervision of TDF's management.

Vladimir Alexandrovich Karzhavin
TDF Representative in Russia and Head of its Russia Team

Vladimir Karzhavin graduated in 1964 from Altai Polytechnic Institute as a civil engineer. He has had a wide based engineering and management career. Between 1972 and 1975 he was head of the Soviet civil and industrial construction team in Guinea/Africa. He was appointed First Deputy Governor of the Gorno-Altai Region in Russia, and, subsequently, Chief of the Investment Department in Administration of the Altai Region in Russia, from which he retired in 2002. Since 2003, Vladimir Karzhavin is the TDF Representative in Russia, and Head of TDF Russia Team.
Dr. Boris P. Shipunov
Senior Scientific Advisor

Dr. Boris Shipunov is Vice Rector of Altai State University (Russia) for Innovations and New Research Development, and Professor in its Chemistry Department. He is also the Managing Director of the Center for Technology Transfer, which he set up with assistance from TDF and the Russian federal Government.
His research activities include extensive work in the field of electrochemistry of semiconductors; "cold technology" methods in the process of production of active structures of the A3B5 semiconductor types; physics and chemistry of semiconductors and metals; electrochemistry and electrochemical methods of analysis; analysis of natural and artificial materials; effects of low-intensity electromagnetic irradiation on electrochemical processes; and others. Dr. Shipunov has also a number of technological innovations to his credit.
Within the scope of a cooperative agreement between TDF and Altai State University, Dr. Shipunov is TDF's main Technical Advisor on Russian technologies.
Dr. Alexei V. Ishkov
Project Manager

Dr. Alexei Ishkov is Assistant Professor of Physical Chemistry in the Department of Physics and Technology, Altai State University. He holds many awards and prizes for his outstanding scholastic and scientific achievements, and has authored a large number of publications in his field. Dr. Ishkov has 7 new technological developments to his credit, holding patents in all of them.
Ms Olga Sim, Manager
Technologies Information

Olga Sim is a lecturer in the Humanities Department (Modern Languages Chair) of Altai State University. She is currently completing her PhD requirements. She is fluent in English and German, in addition to Russian, her native language.
